Healthy School Meals for All

Healthy School Meals for All UPDATE:

Colorado’s Healthy School Meals for All program (free breakfast and lunch for students) is only funded for the first half of the 2025-26 school year. Participation statewide has exceeded the original 2022 ballot amount.

In November 2025, there are two new proposed ballot measures LL and MM, that voters must approve for Healthy School Meals for All to continue in Colorado. The results of the election may change the Roaring Fork Schools Meals program moving forward: Proposition LL would let the state keep $12 million in extra funds raised by the program in its first year. If this does not pass, the HSMA funding formula would also be adjusted so less is collected in future years.

Proposition MM would increase funding for HSMA by lowering the tax deduction limits for people making $300,000 or more per year. This change would bring in more money for the program by adjusting how HSMA is funded. If Proposition MM does not pass, HSMA will be limited to only certain types of schools.

If these propositions do not pass, the following schools would no longer be offering free meals to all of their students starting in January 2026:

Glenwood Springs High School, Carbondale Community School, Carbondale Middle School, Roaring Fork High School and Basalt High School.

What does this mean if my child’s school is on the list above? If Proposition MM doesn’t pass, starting in January, these schools will no longer be offering meals free to all students. Your family may still qualify for free school meals, but may need to submit an Educational Benefits application to determine eligibility. If you don’t submit an application, or don’t qualify for free or reduced-price school meals, your child will need to pay for [breakfast and lunch]. Starting in January, if Proposition MM doesn’t pass, the price for breakfast is [$2.50] and the price for lunch is [$4.50].

What does this mean if my child’s school is not on the list above? If your child’s school is not listed above, it means that school will continue to participate in HSMA and offer free breakfast and lunch to all students.
